BIOGRAPHY

On November 3, 2020, Lula Davis-Holmes was elected as the first black female Mayor of Carson. Immediately prior to that, spanning over a decade, Mayor Davis-Holmes served the City of Carson as a City Councilmember. As a resident of Carson for over 47 years, Mayor Davis-Holmes has raised her family in this community and devoted her career to improving the quality of life for all Carson residents. During her term as a councilwoman, she focused her attention on developing programs that would directly assist Carson residents and improve their quality of life. On the housing front, she helped spearhead a workforce housing project for middle-income residents of the community and the development of affordable housing for seniors and veterans. To ensure the City's financial health and stability, she supported Measure C, the Utility Users Tax, an oil tax, and a pension obligation bond to address the rising cost of pension liability. In addition to developing programs for residents, Mayor Davis-Holmes is focused on making the City of Carson a destination city. She is a big proponent of beautification projects, upgrading the parks, low-, middle-, and market rate- income housing, and a balanced economic plan that reinforces the business community. Under her leadership as Mayor, the City Council passed its first structurally balanced budget in over a decade. She approved project labor agreements in support of local hiring, supported a state rent control law and a municipal resolution to benefit mobile home park residents, supported the establishment of a taskforce to address homelessness in Carson, and helped accomplish several key public safety initiatives. Mayor Lula Davis-Holmes has been married to Harry Holmes for over 35 years. Together they have six adult children and 14 grandchildren. She is an alumna of California State University Dominguez Hills where she received her Bachelor's Degree in Sociology and a Master's in Public Administration.
